There may be somebody who believes the nation's roads are in better shape than they were a decade or two ago, but we haven't met him. There isn't enough money to build the bridges and repair the roads. "We have a crisis coming. The forces are in place. The question is, are we going to do something about it," said Jack Schenendorf, vice chairman of a task force on financing federal highways. Much of the new construction is being financed by tolls. That's not going to work in rural areas, said some legislators at a hearing in Rapid City, South Dakota. (Traffic would be too light for these roads to be profitable.)
